This was an update of the 2016 Access gap study which was done to identify and update the access gaps in Voice and Data services in Kenya. In addition, the project entailed carrying out training to build the capacity of the Communication Authority staff to enable them to undertake future Access gap studies. During the delivery, aggregation of GIS maps of Mobile network coverage and fixed services were done, field visits done in specific areas to validate gaps, and interviews were conducted for both the supply side and the demand side. The deliverables included proposed subsidies to cover all the gap areas, simulation maps showing existing gaps for both voice and broad- band, and recommendations on how to conduct and implement effective access gap projects.
